Record Spending at the Social Security Administration

The Social Security Administration had record spending in fiscal year 2015, totaling $944,143,000,000. This total includes Social Security payments, disability payments, Supplemental Security Income payments, and the costs to administer these programs.

“As of September, there were 59,737,817 beneficiaries getting Social Security or disability benefits, according to the SSA. At the same time, according to the Bureau of Labor Statistics, there were 148,800,000 people who had either a full- or part-time job in the United States. That means there were only 2.49 people with jobs for each of the 59,737,817 Social Security and disability beneficiaries.

At the same time, there were only 121,839,000 people with full-time jobs in the United States in September, according to BLS. Those 121,839,000 full-time job holders equaled about 2.04 for each of the 59,737,817 people getting Social Security or disability benefits.

The $944,143,000,000 spent by the Social Security Administration in fiscal 2015 equaled about $6,345 for each of the 148,800,000 persons in the country with a job as of September. It equaled about $7,749 for each of the 121,839,000 people with a full-time job.

The $944,143,000,000 that the Social Security Administration spent in fiscal 2015 was also $381,637,000,000 (or about 68 percent) more than the $562,506,000,000 that the Treasury says the government spent on the Department of Defense and military programs during the year.”

The spending items include:
— $733,716,000,000 in benefits payments from the Old-Age and Survivors Insurance Trust Fund
— $3,505,000,000 in payments to cover administrative expenses for that fund
— $4,258,000,000 in payments to the Railroad Retirement Account
— $143,009,000,000 in disability benefit payments
— $2,881,000,000 in payments for administrative expenses for the disability trust fund
— $419,000,000 in additional payments to the Railroad Retirement Account.
— $58,901,000,000 for the Supplemental Security Income Program.

This was an increase of $33 Billion from fiscal year 2014. A quick analysis of the beneficiaries for the month of October included: “39,968,311 retired workers, 2,330,148 spouses of retired workers, 641,654 children of retired workers, 6,077,209 survivors of deceased workers, 8,922,858 disabled workers, 143,164 spouses of disabled workers, and 1,749,236 children of disabled workers.”

Government Transparency Site Now Even LESS Transparent

Last summer, I wrote an article about how an audit performed by the Government Accountability Office (GAO) on the government transparency site — USASpending.gov — revealed that more than 90% of the information found on the website was inaccurate.

The GAO audited spending data from 2012, the most recent year for which data is available, by comparing government agency records with those found on USASpending.gov. The GAO reported that only 2-7% of the numbers found on the website is ‘fully consistent with agencies’ records.” and that at least “$619 billion from 302 federal programs” was missing. Prior to the release of that report, Congress had recently passed the DATA Act, which was subsequently signed into law. This took USASpending.gov from the Office of Management and Budget and handed it over to the Department of the Treasury.

At the time, I noted:

“For those expecting the Department of the Treasury to fix the problem of transparency on how the government spends its tax dollars, think again. The Department of the Treasury is the parent agency of the IRS — and we all know how transparent the IRS has been with record-keeping.”

It seems that my prediction came true. The Treasury Department’s Bureau of the Fiscal Service was entrusted with overhauling the USASpending.gov website — and the new design, functionality, and transparency was unveiled yesterday. Unfortunately, the ability for citizens to find government spending information is now more difficult.

The Washington Free Beacon did a great analysis of the new design and found gems such as:


–Users can no longer search federal spending by keywords, sort contracts by date, or easily find detailed information on awards, which are delivered in bulk.

–Information, such as how much the Pentagon spends on Viagra, used to be available at the click of a button. Locating those same contracts on the new website is virtually impossible, akin to finding a needle in a haystack.

–In its previous form, the website provided easy access to how taxpayer dollars are spent, as it happens. A user now must have the federal grant identification number to see details of a contract.

–The list of agencies does not include smaller government bodies such as the National Endowment for the Arts (NEA), but does include the “Barry Goldwater Scholarship and Excellence in Education Foundation.” Results for the profile of “Other Small Agencies” returns zero grants or contracts, with the reply “no data found.””

Equally distressing is the fact that “search results are also not indexed on Google, making the website’s search engine the only avenue for citizens and reporters to find information within the site. Microsoft Sharepoint operates the new website’s search, and the results are limited.”

This is yet another prime example of what constitutes “transparency” from the “most transparent administration ever”. Fittingly, the Bureau of Fiscal Service did not return requests for comment about the functionality of its new design. Kudos to the Washington Free Beacon for exposing the latest data shroud.

At least they didn’t hire the firm that built healthcare.gov.

Massive Federal Debt, Cost Per Full Time Worker Soars

Thank goodness for CNS News. They continuously number crunch federal numbers so that we can keep apace with the ever-growing national debt. The bottom line? Debt has increased $7.5 trillion since Obama took office.

“The federal government drove $789,473,350,613.20 deeper into debt in calendar year 2014, an increase that equaled $6,875 per household, $7,458 per full-time year-round worker, and $8,853 per full-time year-round private-sector worker.

According to the Treasury, the debt started calendar year 2014 at $17,351,970,784,950.10 and ended it at $18,141,444,135,563.30.

When Obama took office on Jan. 20, 2009, the debt was $10,626,877,048,913.08. Since then, it has increased $7,514,567,086,650.22–which is $65,443 per household, $70,985 per full-time worker and $84,266 per full-time private-sector worker.

In 2013, according to the Census Bureau there were 105,862,000 full-time year-round workers in the United States. The $789,473,350,613.20 increase in the federal debt during 2014 worked out to $7,457.57 for each of those full-time year-round workers.

Those 105,862,000 full-time year-round workers included 16,685,000 federal, state and local government workers and 89,177,000 private-sector workers.

The $789,473,350,613.20 in new federal debt in 2014 equaled $8,852.88 for each of the 89,177,000 full-time private-sector workers in the country.

As of December 2013, there were 114,826,000 households in the country, according to the Census Bureau. The $789,473,350,613.20 in new debt equaled $6,875.39 per household.

Ten years ago, at the end of 2004, the federal debt was $7,596,142,802,424.14. Since then, it has grown by $10,545,301,333,139.16—an average pace of $1,054,530,133,313.92 per year.”

It Doesn’t Matter If You Are Keynesian Or Not — You Still Have To Pay It Back

Everyone knows that Greece is so far in debt that it is actually impossible for them to ever repay it all. France, Spain, Portugal, Italy, and most of the rest of the EU is not much better. Even worse than Greece is Japan’s debt; at over 200% of GDP — and growing — it seems hopeless, despite some reputable economists thoughts that since a large portion of the debt is owed by one branch of their government to another, it is somehow not all that bad.

The U.S. debt is now $18 trillion and still growing at a rate higher than it ever was before Obama took office (Obama and Democrat protestations being wrong). We recently issued $1 trillion in new debt just to pay off old debt, despite bringing in record revenues. And when unfunded promises to pay for Social Security and Medicare benefits are factored into our liabilities, this debt becomes more than $100 trillion – an amount that has no more likelihood of being paid than Greece’s debt.

Yet all of these countries are fighting over the same issue. Every country knows that its debt was honorably borrowed, and needs to be repaid. One would think that, like an individual or family that incurred too much debt, government spending needs to be reduced to below the level of income, with the excess going to pay down debt. A program to stabilize must present itself as fiscally sustainable so businesses, citizens, and creditors can have renewed confidence.

But the Keynesian mentality – which would argue that such austerity measures would contract the size of the economy, thereby making it even more difficult to pay down debt – is unfortunately winning the day.

I do not believe that many honorable and intelligent people actually believe in this Keynesianism. It is just so much easier politically to tell your constituents that government handouts don’t need to be cut — because in doing so, you risk losing reelection. And populist leaders have a great time casting their (responsible) opponents as scrooges, taking advantage of the lesser educated and poorer individuals who will ultimately be hurt most by these irresponsible, spendthrift policies.

Why do I believe that the Keynesian theory is wrong? Not because of some sophisticated economic theory, but rather some simple history and logic, in no particular order:

1) Government spending wholeheartedly crowds out private spending, substituting inefficient political and crony-based spending for free-market, give-the-public-what-they want spending.

2) After World War II, government spending (military, etc.) dried up overnight. But a free-market, non-coercive environment at the time, allowed private investment to flourish and more than make up for the decline in government spending.

3) The outrageous level of U.S. spending in the last six years has resulted in the poorest recovery since the New Deal; FDR’s meddling only prolonged America’s anemic recovery. But the current sluggish economy should not be surprising either, since Obama’s policies are taken directly from FDR – raising taxes, bad mouthing as well as over-regulating businesses, giving organized labor excessive power, instituting policies that discourage people from working, and hurting international trade.

4) There is no evidence, in the last 50 years, that Keynesian theory worked in the real world. On the contrary, one need not look too far to Northern Europe vs Southern Europe — Latvia compared to Greece — to see the results of strict austerity measures vs fiscal tepidness, and each government’s current level of sustainability. Keynes fails wholeheartedly.

The bottom line is, if you borrow money, you have to pay it back. Just because you irresponsibly spent the money does not give you an out. Just because you can think of reasons to delay repayment, doesn’t mean that you should. Just because you are a government doesn’t mean you are exempt from your fiduciary responsibilities. Historically, the only countries to get their debt under control have been those that have cut spending.

Get spending under control and start paying down the national debt!

What the Sandy Bill Really Says About our Congress

As the Senate prepares to pass the Sandy Hurricane Relief Act for $50.5 Billion, it’s worthwhile to consider this piece of legislation within the bigger picture of looming the fiscal crises. No one will deny that those citizens who were affected by this catastrophic and legendary storm deserve help. However, the bill perfectly encapsulates the dysfunction of our Congress. In merely a few short weeks, Congress has managed to figure out how to fritter away a year’s worth of revenue that was raised — after many months of wrangling and negotiations. (more…)
